they're electric horns. No rocket science but virtually all power (battery) is funneled through the TIPM. If it is faulty the horn may not be getting full voltage and current to operate.
The should know and can test it by putting 12v from the battery to see if it blasts normally. Also they could meter it while being activated from inside to see.
But at the end of the day. IT'S UP TO THEM TO IDENTIFY, FIX THE PROBLEM. A dealer rarely listens to a customer. You tell then it doesn't work or not loud etc and then the tech does the rest.
Throughing parts at it if the see the problem without doing some simple check is stupid. Find another dealer for your service.
