Could be the main relay shot.

I don't know but this might help. This site has a major restriction on file sizes for uploads. Screen shot of key areas to test. Note a relay is involved !!

The main box in front of the Computer is call the TIPM and some fuses and relays are inside. The other controls are solid stand and not serviceable. You should have a item assignment in you manual and underside of the TIPM cover.

Rust is a big problem on these early years especially. Make sure all the ground straps have clean contacts at their mount points.

Mine had the same problem, wouldn't start but there was power. It happened to be the starter relay, my mechanic fixed it by installing a better relay then the garbage that dodge uses. He said it's fairly common with compasses. Funny how when I called dodge they told me to bring it in because my car is still under warranty, after they looked at it they determined that this was not a warranty issue and wanted to charge me 400-500 for it. When I told him to piss up a rope they wanted to charge me for diagnostics on it. Long story short I didnt pay diagnostics, had to tow my car back to my mechanic to fix it which I should have done in the first place since he is down the road from my house... Thanks Dodge

Well it'll be clear what you won't buy next time. Manufacturers pay millions and millions of dollars on advertising. But they miss the boat on the value of The Word of Mouth. Customer satisfaction.

Oh well, I guess the marketing people make a good case but sales drop off and long time customers go elsewhere. They had enough.

Oh wow, that looks like its under the fender area. It should be in the hood area. I'll look for in later. Drivers side I expect.
