Check the relays in the relay box on the frame rail below the driver side headlight. That box is known for corrosion. The main relay is in there, and if the relay or the wiring is corroded it can definitely cause issues like that. If corrosion is found, the corroded wires and connectors will need to be cut off and new wires/connectors spliced in.

Found the culprit, I hope. One of the relays from that box you mentioned under the D/S headlight. Do you know what that relay box is? The rest of that missing blade is still in the box until I can get the time to rip the headlight out and get to the box properly.
The easiest way to access the relay box is from the side/bottom. Remove the wheel and wheel well liner, very easy to access that way. That box isn't separately replaceable, unfortunately. It's part of the harness that runs up inside the cabin. The main PCM relay is in there as well as the radiator fan relays... and others that I can't remember off the top of my head.

I can just about guarantee you that the wiring below the relay is corroded too. You'll probably need to remove the connectors from the plastic box, strip the wires back, possibly splice in some new wire, then crimp on new connectors and reassemble everything. There's a few decent videos on doing that on YouTube.
