I recently purchased a 2011 Jeep Compass latitude and when I took it for an inspection I was informed the frame was almost completely rotted through. I did see where the warranty had been extended for 10 years as this was a common problem on this year. I also live in WV which is a state that was included, but I’m not the original owner. Is there any help available for this issue?

It is only a $200 part and you can do it in your driveway but on a lift with air tools would make life easier
The extended warranty was 10 years for the original owner. You may miss out on two counts. However, the repair is certainly possible and not outrageously expensive -- not like an engine or a transmission. A good body shop can fix your frame, no problem.
You may be a tad optimistic. I'd add $1000 to your figure. I've done plenty of rust repair, mostly cutting and patching holes in the body or fenders. Personally I would not attempt to fix a frame myself because there's too much other stuff involved.
